It has been more than a week since merchants in Mercato Addis Ababa closed their shops. The traders closed shops in protest against a decision made by the city administration.
The administration has told merchants not to make any transactions without receipts. According to Article 66 of Addis Ababa’s revised Value Added Tax Proclamation No. 1341/2016, an administrative fine of 100,000 Birr will be imposed for each sale without a receipt.
Some traders accuse the government of trying to confiscate their properties. Addis Ababa mayor in a social media message rejected these accusations. The Addis Ababa administration further said, “If there are items that have been purchased without receipt before, they will be required to register according to the law.”
The question that traders raise about invoices is that importers did not give them invoices in some cases, and some importers cut the invoice at a low price, for example, they cut a 1000 Birr item for 300/400 Birr.
