The highly debated Ethiopian federal government employees bill and the amendment have been approved.
The members of the House of People’s Representatives perused the bill and the amendment. They gave different opinions and comments in support and opposition of the bill.
Dessalen Chane, an HoPR member said, “When such proclamations are drafted, they require extensive preparation and discussion. They must also include the concerns of workers. It is inappropriate to increase the overtime of employees from 39 to 48 hours,” he said.
MP Mr. Lema Tesema said, “The bill does not create a system for assigning workers based on their educational field, level, and experience.”
Negari Lencho (Dr.), chairman of the Standing Committee on Human Resource Development, Employment and Technology, defended the bill. He said that the claim that the courts should have been treated in a special way may receive an independent response through the Merit and Salary Board, which will be established by the draft decree and headed by the Prime Minister. He announced that there is no quota in the draft decree.
This bill, which was strongly debated, was approved by a majority vote, with 3 votes against and 4 abstentions, as Federal Government Employees’ Proclamation No. 1353/2017.
