Addis Abeba to Outsource Government Services

Preparations are being made to transfer government services to third parties in Addis Abeba, the Ethiopian capital.

The city administration public service and human resource development bureau announced today that 46 of Addis Ababa’s government services will be outsourced to third parties.

The head of the Human Resource Department Bekele Temesgen said yesterday that the work of preparing regulations, guidelines, procedures and legal framework and tender documents to transfer the services to third parties is being completed. The law has been sent to the justice office and it will be approved by the cabinet soon. The administration intends to implement these changes to curtail government spending.

Seven divisions of the city administration are expected to be contracted out:

  • Building License and Construction Authority
  • Housing Development and Administration Bureau
  • Food and Pharmaceuticals Authority
  • Land Registration Agency
  • Transport Office
  • Housing Corporation
  • Land Development and Administration Office

The city government hopes that he process of transferring services to a third party will create more employment opportunities for citizens, and the services provided will be cost-effective and accessible.

Officials details have not been made public so far about the departments which will be outsourced and the future of employees in these departments.
