Ethiopian Law Makers Propose Changes to Employee Law

The Ethiopian house of people’s representatives has proposed updates to existing employee law. Yesterday, MPs discussed and debated several new laws during their regular meeting. After the discussions, they sent these proposed laws to the relevant committees for further review and refinement.

One of the key laws they talked about was a proposal to update and change an existing law called the Federal Government Employees Decree No. 1064/2010. Minister Tesfaye Beljige explained that old decree has been in use for the past 6 years, but now needs to be updated to align with the current policies and plans of government.

Tesfaye Beljige said the new draft law aims to establish a fair and inclusive system for managing government employees. It proposes changes to the hiring process, ensuring government jobs are awarded based on open competition and the skills/qualifications of candidates.

Some of the key changes suggested in the draft law include increasing government employee salaries and revising the salary structure and pay levels. Moreover, setting up an independent system to assess, certify, and train government employees, improving the system for promotions, benefits, and incentives, and clarifying rules around hiring, firing, and contract extensions for government staff are also included.

It is mentioned in the introduction of the draft that one of the objectives to be achieved when preparing a new decree is “to find and retain qualified professionals to carry out the services provided by government offices”. The draft explains that it is necessary to “establish a system of evaluation and certification of government employees”. The time limit for the performance evaluation stipulated in the Federal Government Employees Act has also been set in the draft Act. According to the draft decree, every government office will be tasked to identify the “competence gap” of its employees and monitor the “competency survey” for the employees.

The draft sheds lights on how employee salary will be adjusted. “Merit and Remuneration Board” will be chaired by the Prime Minister. The board will have eight members, including the chairman, and the Ministers of Planning and Development and Finance. Recommendations will be submitted to the Council of Ministers regarding the adjustment of the salary scale of government employees, increase in salary, promotion etc.

One of the responsibilities of the board would be to establish a system in which government employees performing well will be awarded.

The draft bill called Proclamation No.13/2016 has been sent to the Standing Committee on Human Resource Employment and Technology for further deliberations on this Ethiopian employee law.

In the same meeting, the Ethiopian parliament approved a new Law about Rural Land Use and Management. The official Rural Land Use and Management Decree No. 1324/2016. (E.C) was unanimously passed by the Ethiopian House of People’s Representatives. As per this new law, those found involved in the Illegal buying or selling of land in rural areas can face prison terms for up to 5 years.
