Code 2 vehicles will have to move in shifts to reduce the morning and night traffic congestion in Addis Ababa city. A legal framework has been prepared to allow odd numbered and even numbered Code 2 vehicles to operate in shifts. The Traffic Management Authority of Addis Ababa said that within 2-3 months, a large number of Code 2 vehicles will be put on shift in the city.
“There is heavy traffic congestion around the time of entering and leaving work in the morning. This decisions will improve the flow,” the traffic authority said.
The Traffic Management Authority stated that there are more than 755,000 vehicles with Addis Ababa license plates excluding Oromia and Federal license plates. If combined the total number of vehicles in the city is close to a million.
In Ethiopia, cars are coded based on ownership. Code 2 is a privately owned vehicle, code 3 is business owned. The car plate numbers have different colors as well. Those identifying codes are written on car plate numbers at the beginning. Based on the ownership of the car the import taxes are different as well. Privately owned cars, code 2 are subject to the full import taxes and so on. NGO cars, UN cars and embassy cars have special and different codes. They are exempt from the federal import taxes. But significant majority of cars in Addis and Ethiopia fall in the code 2 and 3 categories. For example, if someone owns a car for their family that would be under code 2. But if they bought it for the purpose of conducting business, it falls under code 3.
According to some experts, the government is incapable of providing enough fuel so its is coming up with clever ways to hide the problem.
